Oh, by the way..

Today our Kyoto Protocol ratification came into effect, we’re officially global citizens again and Australian businesses now have a way to effectively participate in the global carbon trading market. This step to the modernisation of our nation will be of enormous benefit to all of us in the decades ahead. You can thank me later.

Now that Austrialia is in, and the writing is on the wall for the US, the interesting thing will be whether and how we integrate European, American and Pacific carbon markets. Some level of exchangeability (if that is a word) of credits will mean that we can make some concessions for regional fluctuations in the marginal cost of abatement. i.e. if in one year it is suddently very expensive to reduce here in Europe (say, due to weather conditions), industry could buy Australian credits instead. Or if a particular opportunity to make cheap reductions arises in one region, a much deeper pool of finance could be drawn upon.
